1. Accept Resignation of Town Councilman & Police Commissioner – Accepted 3-0: David Stein resigned from the position of Town Councilman and Police Commissioner.

2. Appointment to fill vacancy: Ramapo Justice Court – Appointed David Stein of Airmont to the position of Ramapo Town Justice to fill vacancy due to the retirement of Sam Colman 3-0. Sworn in by Arnold Etelson

3. Appointment to fill vacancy: Town Councilman – Appointed Patrick Withers to the position of Town Councilman to fill the Stein vacancy. Sworn in by Rhoda Schoenberger. (Withers not appointed as Police Commissioner)

PUBLIC HEARINGS:

8:00 P.M. – Continuation of Public Hearing for Local Law amending the zoning map of the Town of Ramapo – Congregation Birchos Yosef (applicant has requested adjournment) Adjourned to no specific date—Applicant Must re-notice

 

8:00 P.M. – Proposed Golf Course Rates for the Spook Rock Golf Course for the year 2010 in the Town of Ramapo Same rate as 2009. (Rate not disclosed) No speakers—Rates approved 4-0.

 

8:00 P.M. – Community Development Block Grants Program for 2010—No speakers. Approved 4-0. Money to be used for sidewalks on Francis Place, Jill Lane, Rita Ave., Vincent Road, West Central Ave., and Ellish Parkway.

2. Town Attorney: Michael Klein

Approval of Agreements:

1) Fireworks Agreement for Liberty & Pride Celebration – Zambelli Newcastle PA, amount not disclosed. 4-0

2) Maintenance of Heating and Cooling Systems at St. Lawrence Center and Sports Dome: Air Kool Mechanical Contractors, Inc. 4-0 amount not disclosed.

3) Habitat Management Program: Thomas Maglaras and Carl Lindsley 4-0

4) Joint Terrorism Task Force: Federal Bureau of Investigation 4-0 Permits the Town to participate in the program.

Acceptance of Subdivision Deeds: Waldman Subdivision 4-0 Location of Waldman Subdivision not revealed.

Acceptance of Proposal: Property & Liability Insurance – Lebaum 17 Monsey Blvd. Cost $496,985.96 for 1 year. Accepted 4-0.

Maintenance of Sewer Line: West Central Gardens Jacob Wagschal—To be paid by the subdivision. This project will connect directly to the sewer main that runs along the Old Piermont Branch railroad right-of-way that is currently owned by Metro-North RR (part of MTA) Approved 4-0.

3. Finance: Nathan Oberman

Amendment of 2009 Budget:

1) Receipt of Funds: Underage Drinking Enforcement $650 Accepted 4-0

2) Receipt of Funds: DWI Overtime Patrols $2,433.18 Accepted 4-0

Amendment of 2010 Budget: Donation from Walmart Accepted 4-0 amount not disclosed

 

4. Approval of one Fire Hydrant: Red Schoolhouse Road, Chestnut Ridge 4-0

 

5. Authorization to submit Grant Application: Implementation Funding for four Municipalities American Recovery & Reinstatement Act 4-0 Town is applying for a $500,000 grant which, if approved, will be used to purchase solar equipment.

7. Councilmembers’ Comments: Frances Hunter wished Pat Withers well in his duties as town councilman and thanked David Stein for 25 years of service as councilman.

 

8. Supervisor’s Report: Welcomed Pat Withers to the Board. About PATRICK FARM he had the following comments. St. Lawrence said that a master plan is a living document and that it can be changed when necessary. Said that the downzoning of the PATRICK FARM is an enhancement for the town and that it will provide 24 housing units for volunteers next to the Hillcrest Firehouse where they are most needed. (The project will add about 500 units on the historic site.) St. Lawrence also said that the town was in the process of drafting a local law to force the utility companies to remove double poles throughout the town including the villages.)

PUBLIC COMMENT;

Robert Romanowski—Welcomed Pat Withers to the board. Wondered why the town would downzone the Patrick Farm when the majority of the town’s residents opposed it, and why would they deny the Ladentown petition when the majority of the town’s residents wanted that.

Herman Friedman—Spoke about the Maple Ave construction and the location of some of the utility poles. Said that the new traffic light at the intersection of 306 and Maple Ave. needed to be retimed. Asked the Town to look into improving the Highview Rd./Spook Rock Road intersection.

Ralph Bracco—Welcomed Pat Withers to the town board and expressed the hope that he will be an independent voice on the board.

Town Attorney Michael Klein asked the Supervisor for permission to speak. He said that the Ladentown petition had legal deficiencies and that the town board did what it was legally required to do and that the court reaffirmed that the town board did what it was legally mandated to do. (In his remarks, Klein did not explain the approval of the Ladentown petition by the other supervisor and township involved. Haverstraw approved the petition and was willing to allow the people of Ladentown to vote.
